"Since 1972 there has been an alarming increase in the poaching and illegal killing of deer. Furthermore, many more deer are now being killed legally by landowners and farmers. Local Deer Control Societies should recognise this situation and think in terms of the management of their deer herds, rather than mere culling in the limited sense. Some Deer Control Societies, therefore, may find that shooting should be suspended for a season, others that only the most selective shooting should be allowed. Some, probably those newly formed, may be required to carry out a heavy cull initially, but thereafter they should exercise the greatest care with regard to overall numbers, the balance of sexes and the quality of the animals.
