The body of the text, the case for reform, particularly to permit free passage for salmon to ascend rivers, (pp3-17), is dated January 8th, 1868, with an Appendix from the Reports of the Commissioners dating from 1861. "My research reveals that two Ashworth brothers, Thomas and Edmund, jointly purchased the Galway Fishery in Ireland in 1852. Their fortunes were made out of cotton. They owned considerable property in Lancashire, and also Scotland. Edmund was involved with Stormontfield, and wrote/published Remarks, etc. It was he who identified the Stormontfield site." (Grayling).
